Daniel Levy, the Tottenham Hotspur chairman, accused Sir Alex Ferguson of arrogance and hypocrisy last night after making a formal complaint to the Premier League about Manchester United's pursuit of Dimitar Berbatov.
Levy also criticised Liverpool's attempts to sign Robbie Keane, branding the approach of both clubs as “disgraceful” in a scathing attack.
Tottenham have turned down United's £20 million offer for Berbatov - as well as a lower bid from Liverpool for Keane, the Ireland forward - and Levy is furious that Ferguson said that he expects a deal to be concluded.
“This is a blatant example of sheer arrogance and interference with one of our players,” Levy said. “The behaviour of both clubs has been disgraceful. We told both clubs very early on that we had no interest in selling Robbie or Dimitar and that they should refrain from pursuing the player.
“Both clubs arrogantly chose to ignore this request and we now have evidence that both clubs have systematically been working to prise the players away from us, outside of Premier League rules of conduct.”
The boot has been on the other foot for Ferguson this summer, with his club forced to fend off Real Madrid's pursuit of Cristiano Ronaldo. United filed a complaint to Fifa, world football's governing body, on Real's efforts to unsettle the Portugal forward.
Levy said of Ferguson: “It is also probably one of the worst offences by any manager in the Premier League to date and is unbelievably hypocritical given his recent comments in respect of Cristiano Ronaldo and Real Madrid.” Tottenham made an official complaint about United's conduct yesterday, having already submitted one in relation to Liverpool.
The League will write to the three clubs this week asking for their observations before considering whether to issue any charges. United have said that they will co-operate with the League.

To achieve you need arrogance. Fergie is an achiever.
ray, leominster, england
Sorry Alex but that is different. Spurs didnt use the media to try and get Ramos. We did try and steal him from Sevilla but we went behind the scenes not out to the media and made statements like "were confident that a deal can be struck".
Greekos, London,
Re: the Juande Ramos saga, I have to note that Tottenham do not pull the same stunts as Manchester United and Liverpool regarding players.
This is why there are never any concrete rumours about players who spurs end up signing. All the normal behind-the-scenes procedures are observed.
John Swaine, Malta, Malta
There are no rules in football. Players can break contracts and managers can tap up players. All this is done openly and often with the blessing of people like Blatter mouth.
Matt, Naples, Italy
What exactly is someone supposed to do if they are interested in a player, placing a bid AND THEN confirming your interest IF asked? It was a cheap shot from Levy as there's a clear distinction from Utd's pursuit of Berbatov and Real's of Ronaldo who went on about how he would fit into their club...
Joel Kayonga, London,
Ferguson is the all-time great tapper (Hargreaves, Van Nistleroy, who he even visited in hospital whilst he was still contracted to PSV), and the all time great whinger about tapping. No, make that the all time great whinger.
Three words for Fergie.
1. Pot
2. Kettle
3. Black

Berba would be a great addition to the team which is already full of talents

So we're just ignoring Spurs' pursuit of Bostock are we? Refusing to deal with the club to offer a fair deal instead taking it to a tribunal and getting a very promising young player on the cheap. Every club does it, every club is hypocritical.
ph, london,
This is a strange outburst. What is really going on behind the scenes? How Levy hired Ramos and fired Jol was equally disgraceful using the standards he claims to want to uphold. B wanted out of Spurs after a few months. Levy knows that & so he is posturing for the Spurs fans.
David Hunt, Cambridge, England
Im a man utd fan and think that fergie should probably have been a bit more careful about how he went about the whole thing.
However there is a crucial difference between this and the ronaldo affair as Juande Ramos spoke to press about the two leaving and he seemed fine about it.
John, Manchester,
Ferguson, double standards? The same man who was reported as telling two of his young players they should employ his son as their agent if they knew what was good for them? The same man who claimed a multi-million pound racehorse was a free gift and he wouldn't give it back? What do you think?
Richard, London,
Utd have made a cash offer for a player who has been saying he wants to leave for a year. Spurs manager has not said he wants to keep DB. Where is the problem. If they don't want to sell him, then don't accept the offer. Easy. Madrid have not made an offer and do not have the money.
Nick Matthew, London,
Mr Levy, just mirror Ferguson's tactics with Ronaldo . Talk to the players & tell them we're not selling. Failing that ship 'em abroad. Why shoot any chance of top 4 finish in the foot before season begins? To dare is to do.
jeremy, farnham, Surrey
Fergie did the same thing a couple of years ago with Carrick. I remember him saying something along the lines of, "As far as we're concerned, Michael Carrick is a Manchester United player" while he was still at Spurs. Agree with Ian Turner - use the Heinze tactics and send Berba to Spain.
Simon, London,
Once again, Man U ride roughshod over clubs to get their man. Fergie has to be the biggest hypocrite going. One law for Man U, another for everyone else as usual.
steve, notts, uk
At last Daniel Levy has brought to everybodys attention the double standards that exist at Old Trafford. If Berbatov has to go Levy should employ the same teqnique that Ferguson used with Heinze last year and refuse to sell him to Manchester Utd.
Ian Turner, Hertford, uk
The whole of football is a dirty practice. However in my opinion, there are limits and Fergie crossed the line by going public in the way that he did.It is arrogant to speak about another teams player in those terms and he should be stopped from doing so.Liverpool always do business via the press.
steve brace, ashford, uk
As a spurs fan I would be embarrassed if we sell the pair now after Levy's complaint. This is a firm statement that they are not for sale. Teams that believe they are truly top four material have to start resisting bullies and change the TOP 4 cycle of pain.
Stav, Surry Hills, Australia
They're ALL at it, it's just that they would all have you believe they're the victims, not the perpetrators. There is now so much money at stake in football nowadays, that the real game takes second place to making colossal amounts of money from TV rights AND the poor Joes in the street . Sad.
Ken Mortimer, Edinburgh, UK
This just confirms the arrogance of those clubs that can offer champions league football - come join the gravy train.
Both clubs should be deducted points. Both players should be made to honour their contracts or ask for a move therefore negating any bonus due - nows thats hypocritical aswell
John, addlestone, Surrey
Spot on Alex Lee. Will,United haven't done what Luton did and if they had,The FA would probably give them an even harsher punishment because as everyone knows,The FA hates United,Fergie in particular.
This won't stop Levy selling the two strikers,I bet both of them will be at new clubs next week.
Fergus Sira-Lexon, England,
werent luton deducted 20 points because of dodgy things going on with agents? if manu have done something similar they should get a similar punishment!
its pretty certain they wont though isnt it.
will, grimsby, uk
Daniel Levy has accused United/Liverpool of Tapping up and of being Hypocrites - I'm sure Mr Levy could cast his mind back to his trip to Spain to convince Juande Ramos behind the backs of Martin Jol and Sevilla to become the new manager at WHL - Pot Kettle Black are words that spring to mind!
Alex Lee, Norwich,
